Cristian Flutur conducts his research at the Department of Automatic Control and Systems Engineering, Faculty of Automatic Control and Computers. He obtained his Ph.D. in Systems Engineering in 2018 with a thesis titled “Factorization Techniques for the Regulation of Generalized Systems.” His doctoral research focused on descriptor-type systems with singularities, described by improper or polynomial transfer matrices. He has achieved original results in the fundamental research of singular systems, with key contributions including the simultaneous squaring down of zeros and singular structure, minimal spectral factorization, and Wiener-Hopf type factorization. Recently, Cristian Flutur introduced the Machine Learning Techniques course in the Systems Engineering undergraduate program, where he serves as the course coordinator.

AI should be human-centered, considering the interdisciplinary aspects, oriented to empowering human specific features (creativity, intuition, understanding, consciousness), considering humanities (philosophy, psychology, ethics, aesthetics, and art), and integrating symbolic and connectionist (deep neural networks) paradigms.

Dr. Cristian Flutur is the head of the Dynamic Systems Laboratory in the Department of Automatic Control and Systems Engineering, where he has coordinated various student practice activities. These have resulted in research reports, numerical algorithm software packages, and interactive Matlab graphical interfaces. Some of these activities have extended into bachelor’s and master’s theses with practical applications in sound recognition and quadcopter control.

Cristian Flutur has been an associate professor in the Department of Automatic Control and Systems Engineering since 2018. As of June 2024, he serves as the Vice Dean of the Faculty of Automatic Control and Computers, responsible for international relations.

His main research achievements are as follows:

Simultaneous Squaring Down and Zero Cancellation:
Cristian Flutur investigated and solved the problem of simultaneous squaring down of zeros and singular structure for generalized systems. He parameterized classes of all static and dynamic compensators with minimal McMillan degree and obtained compensators that preserve the L-2 and L-infinity norms of the original system.

Minimal and Nonminimal Factorizations:
Cristian Flutur addressed the problem of spectral factorization. He introduced the concept of a replicative beam of zeros, enabling the correct deflation of the infinite zero structure, avoiding issues caused by the non-isomorphic correspondence between the rational canonical invariants and the Kronecker canonical structure of the system’s beam. In the non-minimal case, he extended the Wiener-Hopf factorization (previously applicable only to biproper systems) to polynomial, strictly proper, or improper systems.

Cristian Flutur was a principal researcher in a series of fundamental research projects with national funding, the most relevant being “New Solutions for the Nonlinear Output Regulation Problem” (TE232/2010). In this project, Cristian Flutur investigated the problem of nonlinear state observers and proposed a new normal form, applicable to square non-linear MIMO systems.

I worked on the first project during my master’s degree and it involved modelling the sensors of a smart home, designed to help the elderly.
The following two projects overlapped with the period in which I did my doctorate and had as their goal the study of algorithms for intelligent machines, their modification and their application on a data set registered within the faculty.
The AI Folk project assumed the creation of a complex model for a multi-agent architecture in which various entities collaborate with each other, exchanging information about the neural networks used, in order to obtain better results for what they have to do. The considered applications were intelligent cars and the management of a natural disaster (such as a fire).
The Digital Twins project is an educational project that includes the creation and support of courses and is currently underway (2024).
Until now I have written or co-written 14 scientific articles and 1 has been accepted for publication. The list of publications can be consulted on Google Scholar and includes articles related to intelligent machines, robots or swarm intelligence algorithms.

Laurențiu-Marian Neagu is a university lecturer and PhD in computer science at the National University of Science and Technology Politehnica Bucharest. Dr. Neagu began his academic journey by obtaining a bachelor’s and master’s degree in computer science from the Faculty of Automation and Computers, Politehnica University Bucharest. He continued with a joint PhD program at the same faculty and Mines ParisTech (Université PSL, France), focusing on the development of an intelligent system capable of enhancing individual performance in sports activities through machine learning and gamification techniques.

Professionally, Laurențiu has accumulated significant research experience by collaborating on important projects with institutions such as the Romanian Academy, the International Ski Federation, the National Library of Romania, and the Mines ParisTech Research Center in France. He has been involved in the development and maintenance of multiple research projects, contributing to the publication of 14 articles in international conferences and co-authoring a book chapter in UNESCO’s edition “Heritage in the Digital Era” (2021). Among his notable projects are Selfit, an intelligent learning system for psychomotor development, and OntoStrength, an ontology for psychomotor strength development.

Currently, Laurențiu teaches courses and seminars at the Faculty of Automation and Computers, covering subjects such as Object-Oriented Programming, Adaptive and Collaborative Systems, and Business Process Automation. He is also actively involved in preparing teaching materials and supervising students for bachelor’s and dissertation projects. Additionally, he contributes to the academic community by participating in dissertation committees and mentoring activities.

Miruna-Elena ILIUȚĂ obtained her PhD in Systems Engineering from the National University of Science and Technology POLITEHNICA of Bucharest, Romania, within the Faculty of Automatic Control and Computers. Her doctoral thesis, titled “A Digital Twin Model for e-Health Systems and Personalised Medicine,” represents a significant contribution to the integration of advanced technologies in personalized healthcare, especially in ophthalmology. She also holds a B.S. in Computers and Information Technology and an M.S. degree in Project Management, both from the University POLITEHNICA of Bucharest, Romania, The Faculty of Engineering in Foreign Languages.

Currently, Miruna-Elena ILIUȚĂ’s research focuses on an in-depth analysis of the ethical aspects associated with the use of Artificial Intelligence, with a particular emphasis on emerging technologies related to Generative Artificial Intelligence. Through an interdisciplinary approach, she investigates the impact of these technologies on current practices, exploring how fundamental ethical principles can be integrated into the development and implementation process. Her research aims not only to identify ethical challenges but also to develop conceptual frameworks and methodologies that ensure the responsible and sustainable use of generative artificial intelligence, contributing to scientific and technological progress while respecting fundamental human values.

Miruna-Elena ILIUȚĂ conducts her teaching activities in the disciplines of Project Management, Software Systems Engineering, and Discrete Event Dynamic Systems. Her research focuses primarily on the applicability of Digital Twin technology in medicine, particularly in ophthalmology. An important aspect of her research is identifying the ethical implications related to the use of Digital Twin technology in this field. Her studies explore the integration of Digital Twin technology in Systems and Predictive Medicine, focusing on diagnosing eye-related pathologies. The results of her research have been published in specialized articles. She has been involved in several research projects, one of which was conducted in collaboration with Ovidius University of Constanța, where she contributed to the development of applications for processing massive data structures in the medical field. Miruna began her career in risk management within a banking institution, where she developed a passion for this field. Her effective communication skills allowed her to clearly articulate complex risk concepts, making her an effective contributor in team discussions and presentations. In Project Management, her primary interest lies in risk management, dedicating herself to implementing advanced methods for identifying, evaluating, and managing risks in complex projects.

He worked in the research field at Military Equipment and Technologies Research Agency (METRA) since 1998 to 2021. He obtained a M.S. degree in Military Engineering (1996) from the Military Technical Academy of Bucharest. He also obtained a M.S. degree (2002) and a PhD degree (2011), both in Automatic Control, from “Politehnica” University of Bucharest. In 2021, he became lecturer at the Faculty of Automatic Control and Computer Science (FACCS) affiliated to “Politehnica” University of Bucharest (PUB). He received his Ph.D. in Engineering Sciences/Automatic Control with the thesis “Contributions to the diagnosis of biological system by electrographic methods”. He is author and co-author of 1 book chapters, over 30 scientific publications and 1 system that went into equipping the Army (IDPA-500 water treatment & decontamination system). He was involved in 1 research grants as director, in 4 as scientific chief advisor and in 4 as member of the research team. His research interests cover a large area of topics from System Identification, Signal Processing, Applied Mathematics, Command & Control, Acoustics & Vibration, Water Treatment, Fractals & Complexity. It has several specializations in the fields of security system design, programming languages (MATLAB, C++) and CAD/CAM (Autocad, Orcad, CATIA, SolidWorks). He led 18 research projects. He has participated in over 40 research projects in both military and civilian domain.

I am passionate about artificial intelligence, with a special interest in computer vision applied to autonomous systems and robots. I enjoy developing solutions that allow robots to perceive and intelligently interact with their surroundings. When I am not working on technical projects, I love to travel and enjoy ice cream.

Hands-on experience is the best way to learn.

I have been employed at UPB (University Politehnica of Bucharest) since 2018, where I have been involved in both research projects and teaching activities. During my studies, I had the opportunity to complete three internships at Google, working in infrastructure and application development teams. The research projects I worked on at UPB focused on artificial intelligence, with an emphasis on computer vision and robotics. I collaborated on configuring the Pepper robot, with the aim of making it autonomous and capable of interacting naturally in populated environments.
